UN Security Council Backs Trump's Gaza Peace Plan

A global body has supported proposals advanced by Donald Trump for establishing a long-term stability in Gaza, including the stationing of an multinational security unit and a potential path to a Palestinian statehood.

Unanimous Support with Notable Absent Votes

The proposal was passed by a tally of thirteen supporting, with China and Russia declining to cast votes. Washington's diplomat the American delegate informed the council chamber that it set “a new course in the region for the conflicting parties and all the inhabitants of the territory alike”.

Balanced Phrasing on Palestinian Statehood

Incorporation of allusions to an independent Palestine was the trade-off the US paid for backing from the Muslim nations, who are expected to contribute peacekeepers for the international stabilisation force (ISF).

“Provisional steps that we start today must be executed in following legal norms and respecting Palestinian sovereignty,” James Kariuki affirmed.

Government Resistance Persists

However, on the brink of the UN vote, leader the Israeli leader reiterated his government’s firm resistance to the creation of a sovereign Palestine, casting doubt on whether Israel will allow the execution of the UN-mandated proposals.

Central Components of the Proposal

  • Prompt removal of existing limitations on humanitarian aid into the territory
  • Formation of an global security force
  • Moves towards reconstruction and a possible “pathway to Palestinian sovereignty and statehood”

Ambiguous Wording and Stipulations

The reference to sovereignty was a balanced insertion to an original American proposal which did not mention it. But the wording is vague and conditional, stating only that once the PA has reformed itself and the restoration of the territory is under way, “the situation may finally be in readiness for a credible pathway to Palestinian sovereignty and nationhood.”

International Feedback

The wording was insufficient of the firm commitment to the building of a sovereign Palestine beside Israel desired by Arab and Islamic states, as well as European council members, but in speeches to the assembly after the decision, delegates from those nations said they were ready to support the agreement in the benefit of prolonging the current truce and swift steps to assist and secure the over two million Palestinian residents in Gaza.

“We has finally decided to support of this document, a measure that we support its main goal, namely the preservation of the cessation of hostilities and the establishment of circumstances allowing the Palestinians to assert their immeasurable rights to independence and statehood,” the Algerian envoy declared.

Implementation Challenges

The resolution gives general supervisory power to a “peace board” headed by Trump, but of undefined composition. The board has to update the international body but it is not obligated by the wishes of the United Nations or by the Palestinian leadership.

Furthermore, it demands the creation of a specialized Palestinian group that is supposed to run routine management of the territory and the distribution of aid, but it is highly uncertain who would take part.

Security Force Authority

The authority of the international stabilisation force empowers it to disarm and dismantle militant organizations in the territory, but it is highly uncertain that would-be troop contributors would agree to attempt to engage such groups. Not a single nation has so far pledged to contributing forces.

Additionally the criteria for modification of Palestinian leadership, the requirement towards progress on independence, have been hazy.

European officials said they considered it urgent that the identities of the expert panel to provide utilities was determined as promptly.
