WHO Confronts Major Workforce Reduction Following United States Funding Pullout

The global health agency has announced intentions to reduce its workforce by nearly a quarter – amounting to over two thousand positions – by the middle of 2026.

Financial Shortfall Prompts Major Restructuring

This decision comes after the United States, formerly the agency's largest donor, withdrew financial support previously this period.

The US government had been contributing approximately 18% of the organization's overall budget, causing a substantial financial gap.

Expected Workforce Reductions

According to organizational projections, the workforce is expected to drop from 9,401 positions in January 2025 to around 7,030 by June 2026.

This decrease of 2,371 posts includes job cuts, employees retiring, and natural departures.

"The past year has been one of the most difficult in our history, as we have navigated a challenging but essential journey of prioritisation and restructuring," stated the agency's director-general.

Financial Gap Remains

The Geneva-based body currently confronts a budget shortfall of 1.06 billion dollars for the 2026-2027 period, amounting to nearly a fourth of its required budget.

This figure represents an reduction from a prior projected gap of 1.7 billion dollars reported in spring.

Excluded Funding

The financial calculations do not include an additional 1.1 billion dollars in potential contributions from current negotiations with multiple donors.

The spokesperson for the organization noted that the current unfunded part of the budget is actually lower than in earlier years, attributing this to multiple factors:

  • Reduced total budget size
  • Initiation of a fresh fundraising effort
  • Higher in member states' required fees

The realignment initiative is currently approaching its end, allowing the organization to move forward with a reshaped operational model.
